With one of the highest murder rates in the U.S., New Orleans is a city with many dangerous areas and with numerous challenges that local authorities must deal with. The per capita murder rate of the city has been shown to be 4 to 6 times higher than the national average, with statistics over the past several years. 80 percent of the victims are black males, with the majority of them being teenagers.
It is a modern tragedy and a long-neglected crisis with major implications for not just the city, but the rest of America. Most other major cities also similarly high level of crime and violence. The law enforcement, community leaders, government and citizens cannot come to an agreement on the right solution for the problem.
SHELL SHOCKED bridges the gap of the disconnect by showcasing the opinions, ideas, and testimonies of community leaders, activists, program directors, the police, city officials and the friends and families of murder victims, and most importantly the children who are forced to live and grow up in these circumstances.
